Driving age effectively raised to 18?

If you are 17 and looking forward to starting your driving career, you will already know that changes to the training process are being discussed by governement ministers. The proposed changes would mean that learner drivers will be forced to spend a year polishing their skills before they can pass the practical test. That means the earliest age you could drive independently is 18.

The idea is to get learner drivers to a better standard of skill and ability in order to reduce the number of fatalities in the age group.

Do you think this will work? Is it a good idea or an unnecessary bit of bureaucracy? How will it affect you? What do you think about it?
